    摘要:

    高標(biāo)準(zhǔn)農(nóng)田建設(shè)是保護(hù)優(yōu)質(zhì)耕地,保障糧食安全的戰(zhàn)略部署,合理規(guī)劃建設(shè)時(shí)序和空間布局是科學(xué)、高效進(jìn)行高標(biāo)準(zhǔn)農(nóng)田建設(shè)的前提。以河北省涿州市為研究區(qū),按照國(guó)家對(duì)高標(biāo)準(zhǔn)農(nóng)田建設(shè)區(qū)域的基本要求,構(gòu)建了耕地綜合質(zhì)量評(píng)價(jià)指標(biāo)體系,以規(guī)則網(wǎng)格為評(píng)價(jià)單元,基于TOPSIS模型對(duì)高標(biāo)準(zhǔn)農(nóng)田建設(shè)優(yōu)先度進(jìn)行了綜合評(píng)價(jià)計(jì)算,并采用熱點(diǎn)分析方法劃定了高標(biāo)準(zhǔn)農(nóng)田建設(shè)一級(jí)優(yōu)先區(qū)、二級(jí)優(yōu)先區(qū)和不宜建設(shè)區(qū)。研究結(jié)果表明:涿州市中部和西南部區(qū)域耕地立地條件較優(yōu),基礎(chǔ)設(shè)施較好,適宜建設(shè)高標(biāo)準(zhǔn)農(nóng)田,列入一級(jí)優(yōu)先建設(shè)區(qū)和二級(jí)優(yōu)先建設(shè)區(qū),面積占比分別為38.4%和31.8%;西部和東部部分鄉(xiāng)鎮(zhèn)不宜建設(shè)高標(biāo)準(zhǔn)農(nóng)田。研究結(jié)果可為高標(biāo)準(zhǔn)農(nóng)田建設(shè)優(yōu)先區(qū)選擇提供指導(dǎo),為下一步的整治方向提供依據(jù)。

    Abstract:

    High-standard farmland construction is a strategic deployment to protect the high quality cultivated land and ensure food security. It is a prerequisite for scientific and efficient construction of high-standard farmland to set rational planning of construction sequence and spatial layout. According to the requirements of high-standard farmland construction, firstly, an index system was established to response to cultivated land comprehensive quality. Secondly, TOPSIS model was chosen to evaluate the high-standard farmland construction priority in the grid environment. Thirdly, hotspot analysis method was adopted to zone high-standard farmland construction priority areas into top priority areas, the secondary priority areas and the unfavorable construction areas. The results showed that it was suitable to construct high-standard farmland in the central and southwestern areas of Zhuozhou City, where cultivated land site condition and infrastructure condition were better. These areas were zoned into top priority construction areas and the secondary priority areas, with area proportions of 384% and 318%. It was unsuitable to construct high-standard farmland in some township of western and eastern regions. The results can provide scientific guidance for zoning high-standard farmland construction priority areas and indicate the direction of land consolidation.
